Manager, Rail Operations

Job Summary:

Under the direction of the Director, Rail Transportation, this position is responsible for tactical oversight and evaluation of the Caltrain rail service, including rail operations, on-time performance, ridership reporting, customer satisfaction, and contractor performance. This position is responsible for developing monitoring tools, evaluating performance, developing recommendations for improvement and overseeing implementation of recommendations. This position is also responsible for monitoring the contract operator with regard to implementation of JPB policies and procedures, federal regulations, and operating rules.

Examples of Functions and Duties:
  • Monitors and evaluates train service delivery, operating plans, and public timetables, including schedule performance, crew and equipment utilization, etc. Oversees the implementation of service changes resulting from changes in crewing and consist turns or changes to the public timetable.
  • Develops operating and service plans for special events and oversees their implementation. Includes coordination and interface with all internal and external stakeholders in developing and finalizing service and operating plans.
  • Monitors and audits contract operator in the field with respect to efficiency testing, standard operating procedures, and emergency operations planning.
  • Provides immediate (24/7) interface with contract operator for customer service and operational issues. Analyzes operational and customer service trends and identifies programs for improvement. Develops and manages special operational projects. Uses field evaluation, survey efforts, and data collection to accomplish the above tasks.
  • Represents Rail Transportation, the District, and the JPB internally and externally. Makes presentations in a variety of forums to governing boards, the public, and others, including advocacy groups such as the Caltrain Citizens’ Advisory Committee (CAC), the Caltrain Bicycle Advisory Committee, and the CEMOF (maintenance facility) monitoring committee.
  • Gathers, monitors, and analyzes operating and ridership data. Responds in a courteous, timely, and accurate fashion to information requests related to this data from external and internal stakeholders, agency, and staff.
  • Develops and distribute annual, quarterly, and monthly operational reports, including annual passenger counts, National Transit database reports, board reports, and other reports as required.
  • Coordinates with Public Affairs and Customer Service to promptly and effectively address customer issues.
  • Performs other duties as assigned.

Supervision:

Works under the general supervision of the Director, Rail Transportation, who provides policy guidance, establishes goals and objectives, and evaluates performance.

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in Business Administration, transportation planning, operations analysis, or a closely related field, with sufficient full-time experience in a transportation operations position, with rail transportation as a preference, plus sufficient experience in a supervisory/managerial position. Must have experience with commuter rail operations and knowledge of FRA regulations. Excellent computer, analytical, presentation, and communications skills required. Must have excellent oral and written communications skills. A valid California driver license with safe driving record is required. Must be able to respond to service and operations emergencies 24/7.
