Pending Stockton Avenue Grade Crossing Closure

EXISTING CONDITIONS

  • 5-Track crossing, 3 heavily used mainlines and a control siding
  • Skewed crossing angle reduces visibility to both trains and vehicles
  • High volume rail traffic.
  • Low vehicular, bicyclist, and pedestrian volume.
  • 2 Grade Separated crossings within 1000' of Stockton Ave.
    • Hedding O.P. to the north
    • W. Taylor U.P. to the south
    • Each will accommodate both pedestrians and bicyclists.
Crossing is blocked when:
  • Caltrain stops at College Park Station
  • Occasionally, UPRR freight trains are stopped for extended periods (20 minutes or longer)
  • Trains access ACE storage tracks
FUTURE CONDITIONS
Increases in Rail Traffic:
  • Summer 2004 117 trains total. Summer 2005 123 trains total.
  • CCJPA intends to add 6 more trains per day in the next few years
  • ACE intends to add 2 trains in the near future
  • Caltrain will increase service as ridership demands
  • UPRR will increase service as business demands
NEED & PURPOSE
    Improve Safety, Eliminate Risk:
  • There are 25 broken gates per year
  • There are 2 to 3 train/vehicle incidents per year
  • There has been 1 fatality at this crossing
  • Numerous reported near-misses or close calls
BENEFITS
  • Engineers will no longer blow train horn when approaching and moving through crossing.
  • Grade crossing warning bells & lights will be removed.
    • Bells ring a total of 2 hours per day for Caltrain's 86 trains alone.
    • Bells may ring up to 20 minutes when UPRR trains block the crossing.
  • Eliminate noise of idling vehicles stopped at the crossing.
CLOSURE PLAN
  • Close Stockton Avenue at rail corridor.
  • Fence each side of railroad corridor at crossing.
  • Make improvements including curb and gutter, striping, signage, and landscaping improvements to Stockton & University and Stockton & Emory intersections.
