Questions and Answers
What will happen to College Park Station? Will it move north of Hedding
Blvd?
The College Park Station will not be affected by this closure project. This project
focuses on the grade crossing only.
Will fences be placed on both sides of the right-of-way?
Fences will be installed. The fence on the east side of the rail corridor will span
the entire street and tie into existing fences just north and south of the crossing.
The fence on the west side will begin north of the crossing and run down to the
station, still allowing for people to access the station.
Can the crossing be left open for pedestrians and cyclists?
The purpose of the project is to eliminate the risk of an accident at the at-grade
crossing. An important benefit to the surrounding community is the removal of the
bells and the elimination of the train horns at the crossing. If the crossing is left
open for traffic of any kind, the risk is not eliminated and the benefit is not
realized.
Why can't a pedestrian or bike crossing be installed without signals?
An unsignalized grade crossing would never be approved by the California Public
Utilities Commission (CPUC) or railroads.
Will a pedestrian overpass be constructed?
This option was reviewed and the decision was made that a pedestrian overpass or
underpass would not be a viable option for this project for several reasons.
- There are 2 existing grade-separated crossings nearby.
- The pedestrian and cyclists counts at this crossing are low.
- The cost of the project compared to the number of likely users is very high.
- Justification of using public funds for this project would be difficult.
Will curbs and sidewalks be placed around the College Park Station and the
closed Stockton?
Yes, there will be curbs installed on each side of the crossing where Stockton
intersects with University and Emory Streets. The PCJPB will work with the City of
San Jose to design the project improvements (curbs, gutters, signage, landscaping,
etc.).
Would any bells & flashers be left at site to warn College Park riders of
approaching trains?
During final design, this would be a very good item to include. The warning bells
could be focused at the station itself and would not need to be the decibel level of
the existing grade crossing. These bells would not create nearly the noise to the
neighborhood that currently exists at the grade crossing.
Will any landscaping be installed around the College Park Station and ends of
Stockton?
Yes, the PCJPB will work with the City in designing the landscaping and other
improvements.
Who will pay for the project?
Specific funding has not been identified. The JPB is looking at different ways to
fund this job. Possibly obtaining funding from the State's Section 130 fund or
allocating the costs of the closure to the railroads, agencies, etc.
When will the crossing be closed?
The JPB is working with the City, and will begin the City's street vacation closure
process, which has to be completed first. After that is finished and the vacation has
been approved by the City Council, final design will begin for the crossing closure.
The City may agree to close the crossing immediately, while final design is under
completion.
